.boo files are usually IBM BookManager formatted documents. The Home page
for BookManager is here:

The thing you want, however, (well, want may be the wrong word ... the thing
you need, if you need these docs) is here:
http://booksrv2.raleigh.ibm.com/homepage/ilrserv.html

It's currently called the IBM Library Reader (it used to be called IBM
BookManager Read for xxxx where xxxx was the platform).
