I checked the archives but didn't find anything on this. (I'm new)

As a freelancer what are some good techniques for identifying Documentation
Managers? When I call companies and speak to the receptionist they are not
always able to help. Does anyone know if there is a list of tech writing
managers that can be used or purchased?
