Validating procedures can be (and often is) part of the job of a technical editor. It's part of the job description for tech editors at Microsoft Press, and (I believe) in Microsoft, at least in the Knowledge Base area where a friend of mine works.

I always consider validation to be part of the editorial process, especially if QA doesn't do it (and sometimes even if QA does do it, because we often find different problems). Unfortunately, many clients won't pay for that level of editing, so it doesn't get done.
