Web Help is eHelp's version of such help. Quadralay's version is called
WebWorks Help. These incorporate bookmarks/table of contents, a technology
that us unsupported by HTML and for which such vendors use Java or
JavaScript. However, Quadralay and, I'm sure, eHelp, and others, offer pure
HTML solutions. Quadralay, for example, lets you create HTML help that is
either HTML 3.2 or HTML 4.0 compliant.
