yet another option...

We write steps like this:

1. Select menu->menu item to display the xxx dialog:

< picture of dialog>

2. In the xxx dialog, click/type/enter/select ... to ...

We try and keep each step as a single sentence that shows context, cause,
and effect (or purpose).
