I've been at several gigs where the manager needed to either add
additional writers or to replace me becuase my contract was up.
Almost without exception, the manager would come to me and say
something to the effect..."I'm putting together an ad (or req to
agency) for your position...what software are you using?"

I was never asked "What do you do on a daily basis?"

What are the odds that the req to the agency or the adv specified
tools over skills?

Agencies are responsible for many ills in this field...but not all of them.
