Progressive tool tips

Hi,

Does anybody have experience creating "progressive tool tips", as defined by
Constantine & Lockwood, for a browser-based application? If so, I'd
appreciate any guidance you can provide.

I'm having difficulty finding information on how they created these (and
haven't been able to get my hands on their book yet), and am wondering what
HATs might help to do this.
