Even more likely, the company placing the ad already has an internal
candidate, but their rules require them to post the job opening. So you
write the ad so that your candidate is one of the few people who can meet
all the requirements.

I've got to believe some of these job ads are created to attempt to
replace a specific resource that's leaving the company, who HAS those
skills. That would explain the seemingly arbitrary skill requirements.
