Question: Do any current Technical Writing education
programs address documenting the 'why'?

Why: credibility for billing.

I log 5 minute increments. Justifies my bill (just like professional accounts, lawyers, etc.). For me it is populating a data base for understanding my implicit processes, average time, etc.
