That is the context in which I always heard the term "white paper" until I
started working for Compaq and discovered that the US computer industry
seemed to have borrowed it. <g> I reviewed three of my co-workers white
papers and discovered that one of them, at least, thought that a white paper
was an uncredited precis of a published book.
