If your top objective is to find a job where you won't get laid off, don't work for a technology company. After the last several years, it's become obvious that layoffs are a way of life in any technology company. Right now the computer industry is taking it in the shorts; five years from now it may be biopharm or telecommunications or the chip business. There seems to be no safe way to predict what's going to happen.
However if you realize that you are hired on the basis of your resume AND the availability of suitable jobs in your geographic area, then you can learn to handle layoffs with a certain amount of aplomb. If you can get to that place, emotionally, then you're free to evaluate each job offer on its merits, such as learning new things and having an opportunity for advancement.
In this economy, I'd say go for the new job. You can always turn the new technology into more credentials on your resume when the time comes to look again.
