That's interesting. I usually spread current operating costs across clients, but what I meant by "online access" was the cost of accessing online databases, like DIALOG, Lexis/Nexis, Profound, public information vendor databases, etc. For those databases and others like them, I would charge a total cost, which includes a planning fee, an online search fee, and an analysis fee, as out of pocket costs, with % markup on the direct online search fees. Most agencies I've worked for added a 15% markup to all out-of-pocket costs to clients, so I follow suit. Writing has almost no overhead costs, but researching requires several other adjunct expenditures, so the fee for researching an issue is generally higher than my writer's fee.

I think, if you can make a business case for Internet access costs to
your client, why not charge for them?
