That's called cold-contacting. I try to reserve this
as a last ditch effort to get a job. My process:

1. Networking. Hit your friends up for leads and
follow them.

2. Ads. Read the paper and go online, and respond
accordingly.

3. Cold contact. Email your resume with a generic
cover letter to the effect of "here are my skills and
stuff, if you think I'd be a good fit, please call".
