Logan,

IME, an annex is generally attached to an agreement, contract, or treaty. The word is not usually used to describe a section with reference information. For example, the Bill of Rights is an annex to the Constitution of the United States (in fact, although not in name). Or an agreement on environmental and labor standards issues would be an annex to the NAFTA treaty.

This usage might extend to ISO standards, for example; and perhaps that is the context in which you encountered it.
