A and C. If your source is Word, check out RoboHelp
and (the anticipated) WordHelp from Quadralay.
Doc-to-Help would work well also. Prior to converting
to online help, PDF your documentation. Package it in
the install. Also package the help. This way they have
a printable source that reads like a manual, and also
online help.
