I'm working in SE Michigan, and when I hired in here five years ago, I
wasn't required to take a writing test. I did have writing samples in my
portfolio, though I don't recall anyone spending a large amount of time
looking them over. I think they were as interested in my technical skills
as my writing skills because of the kind of work they needed me to do.

No, never. From conversations I've had with my colleagues in the field, it
appears to occur only rarely in our market (SE Michigan). I've only heard
of one occurrence of testing before hiring during my several years of tech
writing experience.
