There are a number of things to look for. Since I don't know anything about
your template or expertise, forgive me if some of them are simplistic.
1. Make sure you have Helvetica on the machine and that it's not using
Arial as a substitute. This is possible since XP does not ship with
Helvetica (at least mine didn't). The character set for Arial contains a
large set of international characters and may not map perfectly to
Helvetica. To fix this you would either have to install Helvetica on your
machine, or switch to Arial.
2. If you have a Character Format for bullets, check to make sure that it
is set to Helvetica or some other font resident on the machine. It is
possible that if the font for the bullet is missing that it defaults to
3. A variant of 2. is a bit old-school. Some of us who started on the
coal-fired version of Frame built bullet fonts. These were fonts containing
the specialized bullets that we used. If you inherited the document, make
sure you got the font with it or reset to one that works.
