I agree with Jane, but want to add that the key word you may be needing for the archives is probably "thank you notes" (or thankyou notes). I know there was a good thread early this year--or was it early last year?--that will add to whatever advice you get now.

IMO - I think I wouldn't call.

They've interviewed him. They're interested. They're not going to have let
him slip through the net after only a week. If they warned him there was a
thorough background check, this would explain the delay - and IMO, calling
early might be seen as a sign of anxiety.

The only reason I can think of for calling is if your friend gets a whiff of
another job. At this point, he could fairly call and say "Hi, X are calling
me asking for an interview, so I just thought I'd call and check how your
process was going: I really want the job YOU'RE offering, but I haven't
heard from you since...."

Of course, this is after a week. If he hasn't heard after 3 full weeks, he
could call and ask if there was a hold-up. But a week is too soon.
