I can't come up with a resource offhand, but I can think of at least one
justification. You can think of the United Kingdom as a confederation of
four countries (namely, England, Wales, Scotland, and Northern Ireland). In
the same way, "the" United States is a confederation of 50 states, and "the"
European Community is a confederation of 15 countries.
