I didn't write the statement you replies to -- but I agree with your point.
One thing that should also be mentioned is the warranty aspect of manuals for
work on equipment. If a writer developes a procedure that has extra steps,
costs, or is wrong and its not caught before publication and followed, the
repair costs can be high, not to mention an unhappy customer.
