Am not sure what you mean by "AND XML."

C-S help for .NET is quite easy (but tedious) to maintain in FrameMaker
+ WWP Pro. But, you suggest that WWP Pro has shortcomings with c-s help
relative to RoboHelp, and I find that hard to believe, especially given
"AND XML."

Would you mind clarifying WWP Pro's shortcomings with c-s help, .NET,
and in regards to RoboHelp?

As an aside, I'd say FM + WWP Pro makes sense over FM + RoboHelp even if
your number of topics is 500, especially when it comes time to update
the content to a new version.

Now, the Frame/WebWorks route is no magic bullet either. There are very
real
limitations to that environment when you build large systems. One that
I'm
finding is creating context-sensitive help, especially as we migrate to
the
.NET environment and need to support HelpIDs "AND" XML. However, because
of
Frame's modular code structure, IF YOU CAN WRITE CODE OR BUY CODE, it's
easier to customize that environment to support database calls or
whatever.
And with WebWorks, it's easier than RoboHelp to change the underlying
template and thus the look and feel.
