Another plug for open source: The GIMP (Gnu Image Manipulation Program) that has as much power as PhotoShop or Paint Shop Pro and available at an even lower price -- free. Yes, it includes a screen capture function.

It is even available for Windows here:

With that said, I use SnagIt here at work -- that's what the Boss bought.
