Working with tags is offputting, programming is out of scope for some TWs, so it sounds like a dream system. From the writer/manager perspective, the pro is that the writer learns to use a new tool, the con is that the actual writing is more boring. Devil's advocate: the manuals will lack some of the "glue" that makes the flow more easily digestable. It is not clear how much tweaking will a manual need if using such a system.
