This is an issue in WinHelp. You'll also see the problem before a
full-stop occasionally.

One of the things I have found that works most of the time (but
sometimes doesn't for whatever reason), is to set a "dummy"
character formatting style and apply that style to the text that you
want to keep together. I think this will likely work for the l' -- it may
not work for your other example << text >> .
