Jeff,

In a prior job some years ago, we used a very simple
process to avoid autonumbering. We created a paragraph
style that used a straightforward combination of a tab
and a hanging indent. That allowed us to manually type
the step (and sub-step) numbers. It's not as dazzling
as other solutions, but it worked.

Of course you could try to avoid including procedures
in your manuals all together! :-)
