I've run into this problem when there is a soft-return between two paragraphs instead of a hard return. Drove me nuts the first time I encountered it. :-(

You can view paragraph markers by clicking the Show/HideP button in the toolbar (the P is supposed to be the paragraph symbol). If you have a soft return, you'll see an arrow that points from one paragraph down to the next paragraph. If you have a hard return, you'll see a paragraph marker instead. If you have a soft return, just backspace and hit ENTER to insert a hard return. Then try applying the style.

Now that I think about it, I think the only time I've run into this problem is when I'm using RoboHelp..........
