In the 80s I worked for Georgia Tech Research Institute; we worked
on defense contracts for MICOM. Once a year we were given a "pep
talk" by GTRI's director of security on how to lessen our chances of
becoming a target for espionage. Among those risk factors were
substance abuse and financial difficulties. When I got my security
clearance, they did a background check, but I don't think they did a
credit check.

At another place I worked, one of our employees was always having
some institution or another contacting us to garnish his wages. I
think that was a real PITA for the payroll/accounting folks.

So... "fair" or not, I think companies have their perceived reasons for
running credit checks...
