Well, of these two choices, the obvious is FrameMaker and WebWorks
Publisher (professional), because RoboHelp remains a powerful
repurposing tool, not a true single-sourcing tool.

I'd rather not give a hearty recommendation, though, until I know better
what you want to accomplish and what needs you have.

A tool is nothing more than a device designed to perform a task. Knowing
what the task is will help point us to the right tool for the job.
