The only "standards" I've seen are really just wish-lists. One of my
coworkers once told me in a very authoritative tone of voice that there
should be one tech writer for every ten developers, but I suspect she
pulled the figure out of her - er - out of thin air.

You can probably find SOME survey that supports whatever your own belief
is, but I don't know how scientific that would be. Note: When you pitch it
to your superiors, that tone-of-voice trick is helpful - it adds
conviction. <g> Good luck.
