To play devil's advocate, why doesn't it cut it? Because the ratio doesn't fit
in the "standard", or because of the workload in your department.

If we are to consider Mechanical and Electrical Engineers the equivalent of
Developers then the ratio here is something along the lines of 1:30 or more.
Seems to match our requirements without too much trouble.
