Why would you want to have modifying and deleting users under Create User?
The create, modify, and delete user headings can all constitute the same
level in the hierarchy.

Consider:

1. User
1.1 Create User
1.2 Modify User
1.3 Delete User

Similarly,

2. Role:
2.1 Create Role
2.2 Modify Role
2.3 Delete Role

3. Assign User to a Role
(You can also have this as part of the previous section)
