Well, maybe yes and maybe no. In many companies--at
least, this is my experience, your information
services folks have a minimum hardware spec. that they
use when ordering new PCs from Dell or Gateway, or
wherever. That spec often includes Word. Therefore,
from a dept. budgetary perspective, Word is included
with the hardware.
