Sounds like the mechanism in FrameMaker's drawing tools kit where
you can select an object in a drawing, then hold Alt (on Windows)
and use arrows to move it one point at a time, or use Shift+Alt
to move it 6 points at a time. (The arrows must not be the ones
on the numeric pad.)

On a Mac, it's the Option key. On Unix, it's the Control key.

This "tuning" positioning can be SO handy.
