Well, you can get versions of The GIMP for both Windows and UNIX. It's a free program in both cases, and gives you Photoshop-level editing capacities for images as well.

If you want to capture something running on one platform while you are using another, then there are a number of different ways that you can try. Emulators such as vmware are available to run Linux in a window on the Windows desktop,or Windows on a window on a Linux desktop. Various remote log-in programs, such as cygwin or various implementations of VNC give you similar capacity. In all these cases, since the second operating system is running on a window on your desktop, you can use the screen capture program in your first operating system to capture what's happening in the second.
