Because the depart is new, they might not know you exist or are basing their
opinion on a poor experience from their past.

Keep your ears open, eavesdrop on the office banter or ask to be subscribed
to exchange distribution lists and listen in for situations, no matter how
little it may seem to you, where there is a problem that your documentation
helps, then give a gentle email hint along the lines of:

"Hi, Mary...I* couldn't help but overhear that Bill is having a problem with
X, Attached is a link to a PDF on the shared drive that may help. Let me
know if it does or if it comes close, I might be able to modify the document
to be more specific to your situation."

Enough of these and they start getting the hint and coming to you
