Two books from MicroSoft cover guidelines for error messages:

MS Manual of Style of Technical Publications (MS Press)
The Windows Interface Guidelines for Software Design (MS Press)

The second reference, above, is an older book -- I'm sure there is
an update. I am almost certain that MS has the majority of this
publication on their site, and you might be able to find the MS MOS
on-line also.
