HTML Help to WinHelp or converting a Word TOC to a WinHelp 2000 TOC

I am trying to convert a Word doc with a TOC into a WinHelp 2000 project. But I am unsure of the method. I can import documents into WinHelp, but I can't import the TOC. I can import the TOC into HMTL Help nicely, but I don't know if I can convert the HTML table of contents file (*.hhc) to a WinHelp table of contents file (*.cnt).

Any 'help' would be appreciated.
