A CNT is nothing more than a text file indicating
display text and target. Are you saying you get no
WinHelp TOC at all, or that it doesn't link up to your
topics?

Anatomy of a CNT:

:Base filename.hlp
:Title Title of Your Help Project
{RTF code setting up how your entries look}
[# indicating indentation level] [entry text]=[rtf
topic id]>[window name]

So, it may look like:

:Base sample.hlp
:Title Sample Help File

{\cs16\super #{\footnote \pard\plain
\s15\sa48\widctlpar \f7\fs16 {\cs16\super #}
Sample_cnt}}
\pard\plain\s0\sa48\widctlpar \f7\fs16 {Table of
Contents\par}

1 Welcome to Product X Help
