Set up styles to control tracking, widows, orphans, etc. As you work on
text, make changes to discard everything you do not need. Where style
formatting does not control widows and orphans, rewrite to make paragraphs
shorter.

Going as far as -20 in tracking is silly. If there are a few paragraphs with
problems, edit the tracking slightly, in -1 increments. However, my first
choice would be editing (discard words, rewrite.)

Depends. If money is no issue, then content comes first.

In most companies budget comes first. Or, you find out about budget after
the dust settles.

Let the graphic designer propose a slip in production, and the manager will
decide. In the beginning of your career, give out a lot of rope.
