If all the slots were filled, you wouldn't be seeing
solicitations to fill the empty positions. :-)

I have a feeling that SOX positions are going to be like
21CFR get the experience, ya gotta come from
somewhere else. In the case of SOX, the writers are going to
come from the accounting or audit field.
