OK, I know, the question called for cost, not salary.
But really, it's all related. Lower salary = lower
cost (though cost is always higher than salary).

You can get good data to begin your research with by
looking into the average cost of living by country,
then break it down by state/province, and then find
socially-equal cities in each country and comparing those.
