In addition to his usual level of providing extremely helpful advice, Geoff Hart noted:

outside the men's washroom? Because architects are oblivious to the
fact that women and men are "setters and pointers", respectively, and
thus, women inherently take longer in the bathroom on average. But do
they build three times as many stalls for women as they do for men?

Actually, the number of restroom stalls is usually controlled by zoning requirements and by the facility's owner seeking to minimize costs. Architects are generally quite aware of the differences between the "architecture" of males and females and the resulting facilities needs. They simply don't always have much control over the subject.

By the way, adding to facilities congestion is also the well-known phenomenon that women generally seem only to go to the restroom accompanied by other women! I have often observed this when mixed groups of men and women dine together or are at a club together...and as a man, it never ceases to amaze!
