Without including something about rate, even if it's that you'll pay
market rate or whatever, this COULD be taken that you are looking to
start a dialog or have a question that can only be addressed by someone
with that level of experience.

If you said:

I am looking to hire for medium term project a technical editor with
five years experience with software, and hardware editing. SOX
experience would be helpful. Submit cover letter, resume, and rates to
xxxx -at- xxxx -dot- com -dot-

you might have gotten different responses.
