How to get an agent?

I know this may be somewhat off topic, but it's for a friend who works with
me and who is a freelance illustrator of children's books. He has been
freelancing for one book publisher locally but wants to branch out and work
for others as well. But, it seems that anyone he knows in the business is
very tight-lipped about how to go about getting an agent. They all agree
you need one, but I suppose they're fearful of losing some work if another
artist comes on board.

Does anyone have any insight into how to go about finding an agent to
represent you for doing book illustrations? He has a portfolio and an
interactive CD with his work. His area of expertise is cartoon-like
doodles.
