Actually, another thought came to mind. Why would you want to mark up data
in a tabular form?
That's like creating databases and capturing data in report format.

Rethink what the tabular data is and the relationships between data are.
Then structure based on that. Or maybe commit the data to a database
directly.

Various tables then just become one of the possible ways to represent the
data set/subsets and the relationships.
