This discussion is degenerating into a debate that no user should ever
have to wonder about, which tells me that regardless of which of us is
right, some other word than "set" should be used to describe rules that
don't have to be used *as* a set. But I would argue that the individual
rules that make up a ruleset do not define anything unless they are used
with the rest of the rules as a set, and that when used individually they
do not constitute a set.

I would also be interested in knowing if Mom really did see the entire
sentence of if she just got the same phrase the rest of us did.
