I can't speak for how it is regarded (passive voice, unknown actor) in a global sense. However, current best practice in product development (all industries, not just software) is schedule-driven: Here is your deliverable and the due date. What you do between now and then is none of my concern as long as you meet the quality criteria for the deliverable and meet the deadline.
