Authentic might be a good choice for you. It's free both as a desktop
application and as a browser plugin (or is it a client). You do need to
purchase one licence of XMLSpy to make the workflow really perform though.

However, we've found that we still MUCH prefer FrameMaker seeing as we
have developed the SGML/XML applications required and some of the features
are not available in Authentic (structure view being a biggie). But, we
are making Authentic available for those that don't have FrameMaker (or
Arbortext Epic for that matter) and for quick tweaks of XML already
checked into our CMS.
