The 'implemented' part of this question makes it very interesting. I've worked on projects where the project manager almost pleaded for suggestions to improve a product or process, only to have every one of the suggestions shot down due to 'the budget'. Other project managers have come right out and said: "Look, we can work together as a team, but since my butt's on the line if anything goes wrong, let me come up with any improvements."

Off the top of my head, I would estimate that 90% of my suggestions, although appreciated, were not acted upon due to budget constraints, scope of project, manpower, time, etc.

The other 10% were not acted upon at the time I brought them up, but later adopted when the stakeholders pulled their heads out of the clouds...or other places better left unsaid:^)
