As William notes, the information in FM online help on text insets will help you understand this useful too.

When Importing a FM file, you can choose either the entire file, or a named text flow. Usually, FM documents are created with a single text flow, Flow: A. However, you can create additional text flows by drawing text frames on body pages or master pages, and name them uniquely, such as "FDA req 3251," etc., to identify them clearly. You can connect text frames to contain longer material, you can include tables and graphics, not just text.

The advantage of using separate files for these fragments is the ability to look for file names to identify them.

As William says, check frameusers.com's archives, and also the Adobe FrameMaker User-to-User forum, as well as Google, and of course FM online help. Search for phrases like text flow framemaker, text inset framemaker, etc.

There are some caveats about using cross-references inside insets, which are discussed in the postings you'll find.

Converting to WWP is not an issue.

Text insets are the perfect answer for your need. You create a separate
text or FM file that you can import (like a graphic). If you change the
text in the external file, the imported reference is automatically
updated.
I use a text file for most imported references.
FM files are good if you need to preserve particular formatting.
Check the FM manual, its section on Text Insets should be helpful. If
you are a member of the FrameUsers discussion list, there are some
excellent tips and info on this topic.
